this dark-skinned man was a member of the Old Republic's Intelligence agency. He was one of the first members of the Intelligence agency to discover a highly-sensitive and well-shielded communications line inside the governmental offices on Coruscant, although he could not trace the line to any single individual. One of the agency's older agents, Narcassan was smart enough to engineer his own disappearance when Emperor Palpatine rose to power. No one ever found him. Myn Donos believed that Narcassan was, in fact, Shalla Nelprin's father, but this was never proven.
