Was he one of the ones dealt with before the Thrawn campaign, or was he part of the huge force that remained sequestered in the Deep Core until the emergence of the Palpatine clones of Byss in Dark Empire?

"If [Grand Admiral Thrawn is] alive, he will most certainly relieve me of supreme command," Pellaeon said evenly. "However, at the moment that consideration is irrelevant. The military is subordinate to the Moffs, and the Moffs have authorized me to negotiate this treaty."

Interesting remarks about the government of the Deep Core remnant of the Galactic Empire at this point in history. It seems that they have rescinded Palpatine's declaration of martial law in A New Hope, at least partially. The position of Moff seems to have evolved as well, so that the title now connotes civil authority in addition to military governorship of a sector.

This development may have been an initiative of Pellaeon, when he assumed command from Admiral Daala in Darksabrer. Unlike the many of the more common Imperial warlords, Pellaeon had an appreciation of his own limitations. After being witness to the destruction wrought by egotistic warlords who eroded certain vital separations of power, it wouldn't be surprising if he sought to distinguish naval power (his expertise) from executive government. Hence the conversion of the Moffs from military officers to military-backed civilian administrators.
