this was one of the many surveillance skills that was taught to the Jedi Knights of the Old Republic. The idea behind seeing without looking was to acquire knowledge about one's surroundings without allowing observers to notice that one was actually doing it. Thus, a Jedi could appear to be taking a simple walk down a street, but their senses were busy gathering in details and facts about the people and locations they saw.
