this was the term used to describe those beings who were forced to live below the surface of the planet Coruscant, during the early years of the New Republic. The Underdwellers were forced to live underground for any number of reasons, many of which were economic or personal in nature. They clung tenaciously to their meager existences, and resisted those who thought they were easy targets.
